The one-sentence difference
A straight-cool AC only cools (and uses electric strip heat for winter). A heat pump is the same box that also runs in reverse to heat — much more efficiently than strip heat.
When a heat pump wins in Volusia County
- All-electric homes. No natural gas? Heat pump wins on winter operating cost, every time.
- Homes with strip heat that runs a lot. Even a dozen cold mornings a year make the math work.
- New construction and full changeouts. Cost premium over straight-cool is small ($400–$1,200) and pays back in a few winters.
- Anyone chasing the federal tax credit. Qualifying heat pumps earn up to $2,000 under the IRA.
When straight-cool might be the pick
- You have natural gas heat already and don't need to touch it.
- You're on a tight budget and heat almost never runs.
- Your ductwork is undersized — heat pumps need slightly higher CFM than straight-cool. If the ducts can't deliver, a mini-split might be a better upgrade path.
The operating cost math
At Central Florida electric rates (~$0.14/kWh), heating a 2,000 sq ft home for a mild winter:

The one myth to kill
"Heat pumps don't work in cold weather." True 15 years ago. Modern inverter heat pumps hold rated capacity down to 25°F, which covers the coldest morning Volusia has seen in a decade. Below that, they switch to auxiliary strip heat — same as a straight-cool would have used for the whole winter.

The honest verdict
For most Volusia County homes, a heat pump is the right choice on any full replacement — the cost premium is small and the operating cost benefit is real. Straight-cool only wins in a narrow set of "just the AC broke and we have gas heat" scenarios.
